
Consists of the principle officer who in this regard is the Council Secretary, as well as procurement and audit sections.

The role of planning department is to plan the overall layout of the district, upgrading of shanty areas to modern standards, setting up of township boundaries, coming up with standard building plans which have to be adopted by everyone building, land distribution, processing of title deeds, HIV/AIDS, gender and human rights sensitisation, and community development activities. Through the section of public health, ensure a clean, healthy and green environment.

The department is headed by the Director of Works who is responsible to the Chief Executive (Council Secretary) of the Council. At senior management level, the Director of Works is assisted in the running of the department by the Deputy Director of Works At middle management level, there are various specialized sections headed by Sectional Heads who are responsible for implementing Council engineering policies. Supportive staff that are full time operatives, artisans or general workers help sectional Heads.
Finance Department
This office overlooks how the council receives and spends money; the council is a non-profit
organization. The direct core value of the council is to provide services to the community.
The finance Department also manages business investments of the council. Mpika town
council is currently managing two council businesses Manyowe farm and Musakanya rest
house. The finance department is also responsible for preparing the annual council budget.

Staff establishment, management of assets, records keeping, training and development, recruitment, staff appraisals, minutes and report writing, discipline, explanation of conditions of service to staff, Public relations services.
