MPIKA TOWN COUNCIL JOINS MUCHINGA LOCAL AUTHORITIES FOR MID-TERM EVALUATION ORIENTATION OF THE NATIONAL DECENTRALISATION POLIC
MPIKA Town Council joined nine (08) other local authorities in Muchinga Province at an orientation meeting for the Mid-Term Evaluation of the National Decentralisation Policy Implementation Plan (2023 – 2027) held at Chinsali Municipal council Chamber.
In his opening remarks Chinsali municipal Council Zakeyo Mbao thanked the World Bank for its continued support to the Zambia Devolution Support Program.
Town Clerk Mbao noted that the support has promoted the strengthening of local governance in an objective and credible manner.
Zambia Monitoring and evaluation association President Mr Raphael Chiwampuka took participants through the rationale and vision of the Decentralisation Policy.
Mr Chitampuka explained that the policy is premised on achieving socio-economic transformation and community empowerment to improve livelihoods through citizen participation in local development.
He directed that all local authorities ensure that data collection is concluded and submitted by 25th July 2026.
He further assured participants of the availability of designated teams to provide technical support throughout the evaluation process.
Also speaking at the meeting Assistant Director at the Cabinet office Decentralization Secretariate Mr Musoka Chimanga urged local authorities to be objective in their self-reflection during the self-assessment survey in order to ensure that correct and credible information is collected.
Mr Chimanga added that the overall vision of the policy is “Citizen-driven local governance within a unitary State for sustainable development.”
Present at the meeting was Mpika Town Council Secretary Mr Samuel Musenga, Director Finance Mr Sipalo Kayame, Council Advocate Ms Mercy Sela, Others were the Public Relations Officer Mr Mushota Mpundu and Mpika Town Senior Agriculture Officer Mr Samuel Nyumbu.
